Meet our Staff

Bobbi Kelly is the Executive Director of Oregon Robotics Tournament and Outreach Program (ORTOP), supporting FIRST LEGO League (FLL), FIRST Tech Challenge (FTC), and FIRST Robotics Competition (FRC) programs for students across Oregon. She joined ORTOP in 2022 and has over 15 years of experience with FIRST, having coached teams at all levels since 2010, providing deep insight into student learning, volunteer development, and program operations.

A graduate of the University of New Hampshire, Bobbi previously worked with the West Linn–Wilsonville School District, supporting K–12 programs and promoting equity and inclusion in STEM learning. At ORTOP, she oversees statewide operations, including tournament planning, volunteer recruitment, coach training, and the preparation of judges and referees. She applies Salesforce and Tableau to monitor and analyze program data, improving volunteer engagement, event efficiency, and student participation while fostering inclusive, welcoming experiences for students from diverse backgrounds.

Ari Rosales serves as Grant Writer and Development Coordinator, supporting grant development, funder communication, and fundraising coordination. They hold a BA from George Mason University, an MFA from Portland State University, and bring over 20 years of nonprofit experience across healthcare, social services, and education. As a working writer and former FIRST LEGO League judge, Ari brings clarity, care, and a long-standing connection to the program community into their fundraising materials and communications. Currently, they focus on equity-aligned funding, strengthening stewardship practices, and partnerships that support rural communities.

Kate Hoots is a program coordinator for Oregon Robotics Tournament & Outreach Program (ORTOP), supporting outreach and the growth of FIRST LEGO League (FLL) and FIRST Tech Challenge programs across the state. She joined ORTOP in 2025 with experience in all FIRST Robotics programs as a volunteer since 2012. She has coached multiple FLL teams and served as a long-term mentor on a FIRST Robotics Competition team, focusing on outreach and service. Direct responsibilities with ORTOP include planning and supporting outreach, team and coach support, event planning and management, and coach/mentor education.

Prior to joining ORTOP, Kate worked in K-5 schools, primarily with special education students and English-language learners as well as in the school library, where she directly supported STEM and robotics education at the primary level. She brings this specialized experience serving nontraditional students to her work at ORTOP along with a demonstrated commitment to equity and inclusion. Her professional background in journalism and small-business communications supports her goals of raising awareness of the value of FIRST Robotics programs to all communities and students in Oregon.
